Year History
1898 The Yatsu Higata (tidal flat) was a vast tidal flat located in the depth of the Tokyo Bay. It was used as a salt field (Irihama Method)on the shoal beach.
In 1911(M44), however, it was forced out of business by the damage of typhoons which frequently occurred. Then, partly the place was used for a fish farm of gray mullets and eels. Later, the fish farm was also forced out of business by the gigantic damage by the big typhoon in 1916(T6/9).
1925 The Keisei Rail Road Co. bought 78.4 hectares salt field including the Yatsu Higata for a beach side leisure land. The 30 hectares were used for the Yatsu Amusement Park, which became popular among the people until it is closed in 1982(S57).
1940 The then Ministry of Interior and the Ministry of Transport and Communication bought 49.6 hectares of the land including the Yatsu Higata from the Keisei Rail Road for construction of a drainage canal along with the Tone River Reinforcement Project. Later, the project was abrogated in 1955(S30), and the land became an ordinary property of the Ministry of Finance.
1966 The second phase reclamation project of Keiyo harbor was presented to the Narashino city.
1971 `The league for Conservation of the tidelands in Chiba' was organized. And the league declared its objection against the reclamation of the beaches in Narashino and Makuhari.
221 people petitioned the council of Narashino city and Chiba prefecture for `the conservation of tideland and the alteration of reclamation project in Narashino'.
The second phase reclamation work of the Keiyo harbor was commenced. The Narashino city had an area which was 5 kilo-meters in length. Project period:1971-1974.
`The league to oppose against the pollution and the reclamation in Narashino' was organized.
A `Petition regarding the alteration of the reclamation project and the conservation of tideland of Narashino beach' was presented to the city council of Narashino. (Number of the petitioner: 8)
1974 The Narashino city submitted a report to the Prefecture the basic plan of land utilization reclaiming the Yatsu Higata in relation to the second phase reclamation of the Keiyo Harbor as a opinion of the Head of the local community by the law of reclamation of public-owned-water-surface.
`The water surface of the Ministry of Finance' began to be called `Yatsu Higata'.
`The Yatsu Higata Aigo-kenkyu-kai' was organized. The Association began its activities for cleaning and preservation of the Yatsu Higata.
`The Chiba Wild Bird Club' was organized. The Club started its activities of conservation of the Yatsu Higata and the survey on wild birds.
1975 A `Petition for establishment of an institute for the preservation of nature in Yatsu Higata' was submitted by 9,728 petitioners.
1976 A `Petition to hold a hearing regarding a resumption of survey and The Utilization Plan of Yatsu Higata' was submitted to the council of Narashino City by 9 petitioners.
1977 The Environment Agency and the Chiba Prefecture planned the designation of the Yatsu Higata as a National Sanctuary of birds and animals. The Narashino City held its position for the Land Utilization Plan and the Offensive Smell Countermeasure. Therefore, the designation was not realized.
1981 A part of the Bay shore highway was opened.
The Wild Bird Society of Japan, branch office of Chiba' started its motion toward the Preservation of Yatsu Higata.
The Yatsu Higata Kankyou Bika Iinkai' was organized and the cleaning of Yatsu Higata started.
1982 Yatsu Higata Tomono kai tried to expand the activities of cleaning and its public relations.
The Higashi Kanto High Way was opened.
1983 The Environment Corporation instituted `Yatsu Higata Preservation and Maintenance Investigation Committee'. And the committee started an investigation on the environment of the Yatsu Higata for a preliminary investigation on public welfare facilities. (Period 1983-84).
1984 A construction project of Public Welfare Facility in Narashino area including the preservation of the Yatsu Higata was decided. (Construction by the Environment Corporation, management by the Narashino city upon completion of the facility.)
1985 A city plan for the parks in Kasumi and Akitsu was decided in connection with the greenery area in Narashino.
1986 Japan Railroad (JR) Keiyo-Line commenced its operation.
1988 `Basic Planning Committee for the second term Narashino area Public Welfare Facility' was organized. And the Committee planned Yatsu Higata park to be a Natural Life Observation Park. (Construction 1988-1994)
`The Japanese Society for Preservation of Birds' and `The Wild Bird Society of Japan' participated in the Basic Planning Committee in a capacity of member.
At the Council of Government Owned Property of Canto District, a recommendation was submitted to transfer the jurisdiction of the Yatsu Higata to the Environment Agency from the Ministry of Finance provided that the Yatsu Higata is designated as a National Wildlife Protection area and that the maintenance of city parks including the countermeasure against the offensive smell is executed. At `the Nature Conservation Council, Wildlife Committee ',a recommendation was given that the designation of the Yatsu Higata for a National Wildlife Protection area is appropriate. And, the Environment Agency designated the Yatsu Higata for a National Wildlife Protection Area (41.2ha). Further, a part of it (40.1 ha) was nominated for the Especial Protection Area'. (The continuation period from Nov.1 1988 through to Nov. 1, 2007).
1989 A city plan was decided that the Yatsu Higata park is added to the greenery area in Narashino.
The jurisdiction over the Yatsu Higata was Transferred to the Environment Agency from the Ministry of Finance.
1992 A part of the Yatsu Higata was opened.
1993 June 10
The yatsu Higata(40.1 ha) became a Ramsar site in the Fifth Conference of the Ramsar Convention on Wetlands (Kushiro Conference).
1994 July 1
Yatsu Higata Park with the Nature Observation Center (21.9 ha)
Dec 4
The first `The Management Suggestion Committee of the Yatsu Higata Nature Observation Center' was organized. (The Committee was consisted of 15 members.)
1995 May 23
The Yatsu Higata Environment Preservation Administration Conference was organized. Composition (The Environment Agency Wild Life Protection Division, Chiba Prefecture Nature Conservation Division and the Narashino City, Park and Greenery Section).
May 23
The Yatsu Higata environment investigation was started. (Main bodies of joint investigation: The Environment Agency, Chiba Prefecture and Narashino City) Investigation period : July 7, 1995 - August 3, 1996.
1996 March 26
Yatsu Higata participated `The East Asian and Australaisian Shore Bird Reserve Network' which was held at Brisbane for the Sixth Convention of the Parties of the Ramsar Conventions on Wetlands, 24 preserved areas in 10 countries.
September 29
The first Conference of the `Exchange Group of Yatsu Higata Environment Preservation 'was held. The Exchange Group was organized on June 2, 1996, consisted of preservation activity groups of the Yatsu Higata.(8 groups)
1997 June 8
A celebration took place for the first `Yatsuhigata's Day '. The 10th of June was enacted as `The Day of Yatsu Higata' to symbolize the cooperation between the city-office and the citizen on `the well- combined being of a city with nature'. The date was originated from the day of the registration for the Site of Ramsar convention on Wetlands.
1998 February 25
THE AFFILIATION AGREEMENT between the city of NARASHINO and the BRISBANE CITY COUNCIL in relation to THE YATSU TIDELAND AND THE BOONDALL WETLANDS was concluded at Brisbane City in Australia.
1999 March 4
The First Five Year Plan for the Affiliation Agreement between the City of Narashino and the Brisbane City Council for 1999-2004 was concluded.
2000 June 11
Yatsu Higata Day IV.
The Second delegation from Brisbane visited Narashino and joined the event.Millennium project started at the ceremoney for Children Shorebirds Information Network.Messages were sent to 25 Ramsar sites in 9 countries with a wood carving "Red necked Stint" from both cities and students.
2001 June 10
Yatsu Higata Day V.
The Third delegation from Brisbane visited Narashino and joined the event.
2002 June 9
Yatsu Higata Day VI.
The Fourth Delegation from Brisbane visited Narashino.
Memorandum of Understanding(MOU) between the Cities of Brisbane,Narashino,Queensland State Ministry of Education were concluded.
2003 June 6
Yatsu Higata Day VII.
The Fifth Delegation from Brisbane visited Narashino.
The Second Five-Year Plan was signed in Brisbane between Brisbane and Narashino.Three-Year agreement for the Memorandum of Understanding was signed in Brisbane for educational exchange by the State Education Ministry,Brisbane City Council,Narashino City and the Narashino Board of Education.
